'92-'93: ARTICLE VII: RULES

These By-Laws shall be published and distributed annually to the Board of Directors, Managers, Coaches and General Membership, with a copy sent to Little League Headquarters. A copy of the By-Laws and NRLL Constitution shall be posted at the Snack Bar during the playing season.

*Section 1. Team managers and coaches, shall be nominated annually appointed by the President of the League with recommendations from Vice-Presidents of each division, with the final approval of the Board of Directors. The Board of Directors will vote first on all returning managers within that division, with positions going to those obtaining the majority of votes. All remaining positions are to be filled from a list of candidates seeking the position. Returning Manager and coach candidates may present themselves to the Board if they so desire; otherwise the Vice-President of that division may present the names. All questions to the candidates, returning and new, will be discussed openly. Manager and coach applications will be accepted by the Vice-President of that division at any time.

*Section 2. Managers and coaches own actions will be expected to set an example for all players. It is the Manager's responsiblity to control players in their division during games and parctices.

*Section 3. All disciplinary action must be reported in writing, to the appropriate League Vice-President. The Divisional Vice-President shall present this action to the Board of Directors for further deliberation. Managers desiring to bench a player for disciplinary reasons may do so one time, with notification to their divisional Vice-President during the season for a maximum of one complete game. Further disciplinary action must be taken by the Board of Directors.

*Section 4. Board Members, managers, coaches and parents will be required to participate in work details on designated playing fields.

*Section 5. It is the responsiblity of the Home team to prepare the playing field and see that the field is raked, marked, etc., and in playing condition prior to their game. Home team shall be responsible for clean-up of their designated dug-outs after each game.

Home Team: shall take infield 15 minutes before a game. No opposing player shall be inside the fences during warm-ups.

*Section 6. The Visiting Team: shall restore equipment, rake field, and restore pitching mound. The visiting team shall be responsible for the clean-up of their designated dug-out after each game.

Visiting Team: shall occupy 1st Base.

(B)

Visiting Team: shall take infield practice 30 mintues before the start of a game, with the exception of Saturdays, where infield will be split equally.

(C)

Visitors must be off field, 15 min. prior to the game.

'96: ARTICLE V: MEETINGS

Section 1. ANNUAL MEETING. 
The annual meeting of the Members of the Local League shall be held the first week of June each year for the purpose of electing a Board of Directors, receiving reports and for the transaction of such business as may properly come before the meeting.  After the Board of Directors is elected, the Board of Directors is elected, the Board shall meet to elect officers.

Section 2. NOTICE OF MEETING. 
Notice of each meeting of the Members shall be mailed or otherwise delivered to each Member at the last recorded address at least ten (10) days in advance thereof setting forth the place, time and purpose of the meeting; or in lieu thereof, notice may be given in such form as may be authorized by the Members, from time to time, at a regularly convened meeting.

Section 3. SPECIAL MEETINGS.  
Special meetings of the Members may be called by the Board of Directors or by the Secretary or President at their discretion.  Upon the written request of ten (10) Members, the President shall call a special meeting to consider a specific subject. No business other than that specified in the notice of the meeting shall be transacted at any special meeting of the Members.

Section 4. QUORUM. 
The presence in person or representation by absentee ballot of 15 percent of the members acceptable to the local league's regular membership in advance of the annual meeting, shall be necessary to constitute a quorum.

Section 5. VOTING. 
Only Regular Members shall be entitled to vote at any meeting of the Local League.

Section 6. ABSENTEE BALLOT.  
For the expressed purpose of accommodating a regular member in good standing who cannot be in attendance at the annual meeting, an absentee ballot may be requested and obtained from the Secretary of the League.  The absentee ballot shall be properly completed, signed and returned in a sealed envelope to the Secretary prior to the date of the annual meeting and the election of members to the Board of Directors.  The Secretary shall present all absentee ballots to the Election Chairman on the date of the annual meeting prior to the conduct of the election proces.

Section 7. RULES OF ORDERS.  
Robert's Rules of Order shall govern the proceeding of all meetings, except where same conflicts whith the Constitution or By-Laws of the Local League.

Section 1. Uniforms and equipment issued b the league shall not be substituted without prior approval of the Board of Directors.

*Section 2. Little League and Senior League patches must be attached to left shoulder sleeve shirt before a player will be eligible to play.

*Section 1. The Board of Directors shall be elected on the first Saturday in June.

*Section 2. The current Board's election committee shall scout around for possible candidates during the first three (3) weeks in May.

*Section 3. The League Secretary shall post the nomination slate in public view three (3) weeks prior to the election. All paid League Members in good standing, may run for a Board position. This does not include write-ins or nominations allowed from the floor.
