 UPDATE ON BATS FOR KOUFAX DIVISION

THE AABC BOARD VOTED TO ALLOW BBCOR BATS IN THE SANDY KOUFAX DIVISION FOR 2012.  WHAT THAT MEANS IS THE BPF IS NOW 1.15 OR LESS WHICH ALLOWS THE BBCOR .50.

In the event a team which plays in more than one League qualifies

for a Tournament from more than one League, it must declare for

which League it will compete in Tournament play. This declaration

must be made by June 1st of the current year.

 

Attached is a form which can be used to make such declaration.

2012 ANNUAL MEETING REPORT

** PLEASE NOTE THAT THE CABC STATE DUES ARE $15.00 PER TEAM AND THE AABC NATIONAL DUES ARE $30.00 PER TEAM.  THERE IS ALSO AN ADDITIONAL FEE OF $5.00 PER TEAM FOR REGIONAL DUES (THIS CAN BE INCLUDED IN THE CHECK FOR YOUR STATE DUES.)

The CABC Annual Meeting was held on February 23, 2012 at 6:30 P.M. at Golf Quest in Southington. A quorum was present to conduct the business of the meeting. Following is a review of the issues discussed at the meeting:

1. Overview of 2011 Season- 2011 was another successful season for the CABC. A team from PAL advanced to the Clemente World Series and the CT Combat advanced to the finals of the Hodges 11s World Series.

The CABC roster form is required. Typed rosters are preferred. Rosters require, at a minimum, names, addresses, phone numbers and ages. A fillable roster form will be added to the CABC website.

Tony Santoro reviewed the Tournament procedures. Rosters are submitted to the State Office, which then distributes copies to the various State Tournament Directors. Except for the Musial Division, players are not allowed to be "dropped" from rosters. All Divisions (except Musial and Mack) are limited to rosters of not more than 20 players (including draft picks). Teams in the Musial Division are allowed rosters of not more than 24 players, and teams in the Mack Division are allowed rosters of not more than 22 players. The State Tournament Director will check rosters and birth certificates (except in the Musial Division, where no birth certificates are required). Insurance certificates should be checked, and each team participating should sign an Intent Agreement, agreeing to advance to the next level if they earn that right. The Tournament Rules should be reviewed (including those in the AABC Handbook specific to the particular age group). No more than three draft picks are allowed for the State Tournament, and no more than two additional draft picks are allowed for the Regional Tournament or World Series. Draft picks may be deferred, but roster limits cannot be exceeded.

TEAMS PLAYING IN NATIONAL TOURNAMENTS (ANYTHING ABOVE THE STATE LEVEL) MUST NOW ENTER ROSTERS ONLINE ON THE AABC’S WEBSITE. The Tournament Director will then review the online roster and certify it, if it is correct.

Tony Santoro suggested that each Tournament Director have each team enter its roster online before the Tournament begins.

2. Registrations- Connecticut’s registrations remained the same as in 2011, at 244 teams. The number of Leagues registered remained at 22.

Tony Santoro cautioned new Leagues against "recruiting" or "raiding" teams from existing Leagues.

3. Budget- The Treasurer's Report was handed out. As of February 23, 2012, the CABC had a balance of $12,437.80.

4. Insurance- The official carrier of AABC insurance remains is K & K Insurance Group, Inc. Application forms are available online on the AABC’s website. Rates remain the same as last year, and discounts are available for Leagues registering all of their teams at once. Teams/Leagues have the option to apply for $1,000,000 or $2,000,000 for liability and participant accident coverage. There is a 25% discount for fall ball.

THE AABC IS NO LONGER ISSUING INSURANCE WAIVERS. THEREFORE, ALL TEAMS PARTICIPATING IN TOURNAMENT PLAY ABOVE THE STATE LEVEL WILL BE REQUIRED TO HAVE K & K INSURANCE.

Tony Santoro emphasized the need to have policies in place for screening of volunteers. He recommended that waivers be applied for as soon as possible in the event any team or league plans to purchase insurance from a company other than K & K.

The CABC purchased Directors and Officers Liability Coverage in 2011 and has done so again in 2012.

5. Review of AABC Annual Meeting

(A) Rule Changes: Tony Santoro reported that some significant rules changes were adopted to the AABC Official Handbook at the National Meeting held in Scottsdale, AZ in October, 2011. Copies of the rules changes were handed out at the meeting and are also available on the AABC and CABC websites.

In particular, please be aware of the following rules changes:

-Teams playing in National Tournaments (anything above the State level) must now enter rosters online on the AABC’s website. The Tournament Director will then review the online roster and certify it, if it is correct.

-All bats must have the certification of BPF of 1.15 or less in 2012. In 2013, all bats must have an AABC logo.

-There will be no shortened World Series games, except for the mercy rule.

-The AABC will no longer grant insurance waivers. All teams participating in Tournament play above the State level will be required to have K & K insurance.

(B)  Change in World Series Formats: America Baseball, Inc. will be running the Hodges, Koufax, Griffey, Mattingly and Musial World Series this year. Information can be found at the following website: http://www.americanbaseballinc.com/

All of these Tournaments are being reformatted to 25-Team Tournaments. Hodges, Griffey and Mattingly normally require $1,500 non-refundable deposit. Our Region and the AABC will pay this fee, provided our Region sends 2 teams.

(C) Change in World Series Travel Arrangements: Travel will no longer be arranged or paid for by the AABC or the World Series host. Instead, each team will be responsible for booking its own travel, and will receive a set fee from the AABC (the fees for 2012 will be posted on the CABC’s website). In addition, teams will receive a travel allowance from our Region.

(D) AABC Website: Leagues can resister online at www.aabc.us. The AABC Official Handbook, Tournament information and a link for K & K Insurance are available on the website.

(E) Single-Age Groups: World Series will once again be conducted at the single-age group levels (Jackie Robinson 9s; Hodges 11s; Koufax 13s; Griffey 15s; and Mattingly 17s). State winners in these age groups advance directly to the World Series, without having to play in a Regional Tournament.?

Tony Santoro stressed that it is extremely important for any League wishing to participate in single-age group play to notify him as early as possible, so that he can reserve a slot in the World Series and determine if a State Tournament will be needed.

6. 2012 World Series, Regional, Sectional and State Tournament Dates- A list of World Series, Regional and State Tournament dates for 2012 was handed out. These dates are current as of February 10, 2012 and are subject to change.

7. Review of Regional Meeting

(A) Regional Dues: Each team that won a Regional Tournament and advanced to a World Series in 2011 received $750 from the amount paid for Regional dues.

(B) Mays and Reese: CT will have two (2) slots in the Mays and Reese Regional Tournaments, provided MD doesn’t participate.

(C) Musial: Our Region will once again have 2 slots in the World Series. CT will host one of the Regional Tournaments, with teams from Massachusetts and/or Rhode Island. NY and NJ will have a 6 team Regional in Albany.

8. CABC Rules- CT adopted the same bat rule as the AABC- see Rule 221 of the Official Handbook.

A form for those teams participating in more than one League will be created and posted on the CABC’s website. In the event a team which plays in more than one League qualifies for a Tournament from more than one League, in must declare for which League it will compete in Tournament play. This declaration must be made by June 1st.

10. Deadlines for Registrations, Insurance, Schedules and 2012 State Tournament Bids, Etc.- Following is a list of important deadlines:

11. State/Regional Tournaments-  The following issues were reviewed:

    (A) Insurance is mandatory for all levels of Tournament play, including State Tournaments.

    (B) Under no circumstances may a player compete in compete in Tournament competition at more than one age group Division, as specified in the AABC Official Handbook.

    (C) Teams will be required to sign an "Intent Agreement" in order to participate in the State Tournament. Copies of the Agreement were passed out at the meeting and are available on the CABC website.

12. 2012 State Tournament Bid Forms- 2012 State  Tournament Bid Forms were handed out. Any team or League wishing to submit a bid is encouraged to do so.

Single-age Tournaments are open to teams that will commit to advance. State Tournaments for the single-age groups will only be conducted if we have teams willing to advance.

13. Regional Tournaments- Connecticut hosted the Clemente and Mantle Regional Tournaments last year. Both Tournaments were very successful. Tony Santoro thanked Ray Brown, Frank Maffia, Mark Finkenzeller and their Committees for making these Tournaments such a success.

Connecticut has been awarded the 2011 Clemente and Mantle Regional Tournaments, as well as one of the Musial Regionals.

14. 2012 Qualifying Tournaments

(A)  Reese- June 11th to June 16th in Port St. Lucie, FL. There is a $1,200 entry fee, and the winner receives a $7,000 travel allowance to the World Series.

(B)  Mack- July 2nd to July 8th at Diamond Nation in Flemington, NJ. Also June 22nd to June 27th in Phoenix, AZ.

(C)  Hodges, Koufax 13s, Griffey, Mattingly, Musial- check the AABC and American Baseball, Inc. websites. Entry fee of $3,000, except for Musial, which is $4,000. Winners receive paid trips to the World Series.

Other levels may add Qualifying Tournaments. More information on these Tournaments can be found on the AABC and American Baseball, Inc. websites.

15. Super Regional Tournaments

(A) Hodges- July 24th to July 29th in Brooklyn, NY. CT will have two (2) slots.

(B) Griffey- First week of August in Lower Westchester County, NY.

16. Roster Sheets- The CABC Roster Sheet was handed out at the meeting and is available on the CABC website.

A fillable roster form will also be posted on the CABC wesbite.

17. Miscellaneous

(A) Background Checks

All managers, coaches, chaperones or other volunteers must be checked against the State Sex Offenders Registry. Each League is responsible for checking the registry with respect to each League team. Each League will have to certify to the CABC that all such persons have been checked against the Registry. If any person does appear on the Registry, Tony Santoro is to be notified in writing immediately. Failure to follow this procedure may result in loss of insurance coverage and/or disqualification from Tournament play.

This requirement does not apply to the Musial Division.

A Certification Form which must be signed and Returned to the CABC by a League official was handed out, and is available on the CABC website.

(B) General Comments from Tony Santoro

The coverage of our Tournaments by the Waterbury Republican newspaper has been outstanding, especially considering all of our Tournaments and those of other organizations.

Communication with the newspaper is critical. Each Tournament Director should contact the newspaper daily with schedules and scores; don’t expect the newspaper to contact you.

Team photos run on a space-available basis, at the discretion of the editor; the writers have no control over when they appear. If your team photo does not appear immediately, please refrain from complaining to the newspaper.

Tony Santoro often receives compliments about our teams from Regional/World Series Tournament Directors. However, on rare occasions there have been complaints about some of our teams. In such situations, Tony Santoro recommends that the Tournament Director disqualify our team and send it home.

Tony Santoro reminded all Tournament teams that the Tournament Director is in charge. Our teams are expected to represent the CABC with class and dignity.
