BASEBALL TOURNAMENT - 2010

 

 

TOURNAMENT INFORMATION  & DIRECTIONS

The Pesky Peckham Tournament is played at Town Farm Recreation Complex in Tiverton, RI.  (Driving Directions are below).  There are three fields at the complex:

- Silvia (the first one you see driving from the north);

- Daniels (right next to Silvia a little further south);
- Lapointe (behind Daniels, not visible from the road)

Silvia is the "main" field and it is where we will have a board with schedule, results, etc. Daniels is a softball field converted for baseball with a new portable pitching mound. Both Silvia and Daniels have electronic scoreboards. All three fields have clay infields, stands for watching the games, and PA systems.


Town Farm has two concession stands where hot and cold food and drinks are sold. Please let your families know that there will be terrific commemorative tournament tee-shirts for sale at the stands! 

 

POLICIES

BIRTH CERTIFICATES:  If you have not submitted birth certificates, please arrive at least 45 minutes before your first game so they can be reviewed.

RAIN POLICY:
We will do everything we can to try to get the games played as scheduled. If games need to be re-scheduled due to rain on Thursday, Friday, or Saturday, we will try to fit non-playoff games into the early part of Sunday's schedule and playoffs at the end of Sunday. If we are unable to finish the tournament on Sunday, we will finish it on Monday and/or Tuesday. TLL follows Little League International/NOAA guidelines for weather safety.

FIELD RULES:  Per State law, there is no smoking of any kind allowed at Town Farm Athletic complex.  Alchoholic beverages are prohibited.


 

OFFICIAL TOURNAMENT RULES - 2010

 

 

NOTE: (WHILE THESE RULES ARE TO BE ADHERED TO, THE MAIN GOAL OF THE TOURNAMENT IS
TO PROMOTE AN ATMOSPHERE OF SPORTSMANSHIP, COOPERATION, AND FUN!)

 

1.                  Official Little League rules will be used for all situations not covered by the special tournament rules below.

 

2.                  Umpires will be instructed to keep the games moving along. Managers and coaches are expected to do everything possible to assist in this regard. A pitcher taking the mound for the first time gets five warmup pitches. Otherwise, only two warmup pitches to start each inning. Catchers must be dressed and ready to take the field as soon as the last out is recorded (only exceptions are if the catcher is the last batter in an inning). If a catcher reaches base, then a pinch-runner may be used for the catcher so that he can get his gear on. The pinch runner must be the player who recorded the last previous out for that team. Also, there will be no practice balls allowed on the field between innings.

 

3.                  Pitch counts are not used. A player may pitch no more than six innings in one game and no more than nine innings total in the team’s first three games. If a team plays more than 3 games (i.e., the team makes it to the Semi-Finals and/or Championship), all players (regardless of how many innings they pitched previously) are eligible to pitch; however the maximum innings allowed by any pitcher after the team’s first three games is six. NOTE THAT if a pitcher pitches more than 3 innings in a game, he is ineligible to pitch in his team’s next game. This rule applies to all games played in the tournament.

 

4.                  A five-run rule will be in effect.  When the offensive team reaches five runs scored in an inning, the teams will change sides. The exception will be the last inning where runs scored will be unlimited for both teams.

 

5.                  There will be a 12-run mercy rule after 3 ½ innings with the home team ahead or 4 complete innings with the home team behind.

 

6.                  A baserunner may not leave the base until the pitch has passed home plate.

 

7.                  First to second or second to third: one steal per batter is allowed. No other steals may be attempted until a new batter comes to the plate (double steals shall count as one steal). For purposes of this rule, advancement on a wild pitch is considered a steal.

 

8.                  Third to home: stealing or advancement on a wild pitch is allowed anytime.

 

9.                  Runners may advance on any errant throw.  

 

10.              When the pitcher is on the mound with the ball after receiving a throw from another fielder, the play will be ruled dead. If in the umpire’s judgment a runner is less than halfway to the next base, the player(s) will be sent back to the last base they occupied before the play was concluded.

 

11.              “Slash bunting” is not allowed! In other words, a batter may not square away to bunt and then take a swing. Penalty: batter shall be declared OUT!

 

12.              There will be a continuous batting order. All players present for a game must be in the batting order and shall bat in sequence. If a player shows up after the game begins, he will be inserted in the last place in the team’s batting order.

 

13.              There will be a “free substitution” rule. Players may be subbed on defense at any time. However, each player is required to play at least 2 complete innings (six outs) in the field.

 

14.              Managers may choose to use either 9 or 10 players on defense. A team may alternate from one inning to next (e.g., 9 players in inning 1, then 10 in inning 2, etc). However, they may not add or subtract players from the defense during an inning. If 10 players are used, four of them must play in the outfield.

 

15.              If a team has fewer than 9 players at the start of a game, they may play short-handed. However, batting order must contain 9 batters. An automatic out will be recorded for every spot in the batting order that is not manned (unmanned spots will be placed at the bottom of the order).

 

16.              Players must be league age 9 or younger. League age is determined by a player’s age as of April 30, 2010.

 

17.              Rosters shall consist of 10 players (minimum) and 14 players (maximum). For award purposes, no total roster (including manager, coaches, batboy/girl) shall exceed 17.

 

18.              For each game, teams must submit their batting orders and lineups to the tournament director promptly using the lineup sheet provided in the team’s folder. Each team will be given 5 minutes for pre-game warmup, visitors first.

 

19.              Home team always occupies first-base dugout. For games designated by a (*) on the schedule,  a coin flip will be used to determine home/away. Otherwise, team listed last is home team.

 

20.              Disturbances, inappropriate behavior or incessant arguing will not be given any level of tolerance. This is a “player-friendly” tournament by design. Friendly interaction between opposing coaches, players and parents should be a staple of these games.    

 

21.              Two adult coaches or one coach and one player will be allowed to coach the bases. Players acting as base coaches must wear helmets!

 

22.              Once a pitcher is replaced, he may not return as a pitcher in the same game.

 

23.              Three “Star” Awards will be awarded at the end of each game. After the handshake, teams will be asked to remain on the field for the awards to be handed out. NOTE: Selections will be made by Tournament personnel. However, if a team’s coaching staff wishes to make the selections for their team, they must notify the Tournament Director prior to inning 6!

 

24.              No batting practice will be allowed on the fields or in the batting cage at any time during the tournament!

 

25.              Please note the following (all are Little League rules):

(a)    Catchers must wear throat guards

(b)   No on-deck batters are allowed

(c)    Coaches may not warm up pitchers

(d)   All bats must bear the stamp “Little League approved”

DRIVING DIRECTIONS

From Somerset: Take 195 West to 24 South. From Route 24 South, take the Fish Road exit, and take a left at the end of the ramp. Then follow directions below.

 

From Wellesley: Take 95 South to 24 South. From Route 24 South, take the Fish Road exit, and take a left at the end of the ramp. Then follow directions below.

 

From Mansfield, North Attleboro: Take 495 South to 24 South. From Route 24 South, take the Fish Road exit, and take a left at the end of the ramp. Then follow directions below.

Follow Fish Rd to end, and turn right onto Bulgarmarsh Rd (once you turn you will see a sign that says 177 to 77). Follow Bulgarmarsh to the end and turn left onto Main Road (rt. 77). Follow for approximately 2.25 miles to the Town Farm Recreational Center, which will be on your left (If you hit a set of traffic lights, you’ve gone too far).   

 

SILVIA field will be the first left into the complex. The field is visible from the road.

 

DANIELS field will be the second left into the complex. The field is visible from the road.

 

To access LAPOINTE field, take the second left into the complex and park in the parking lot adjacent to the softball field and tennis courts. The field is located behind DANIELS field and also behind the tennis courts.

SOFTBALL ALL-STAR SELECTION

1) The  All Star teams for all softball divisions will be selected by a voting panel consisting of league managers, Softball Director, and other qualified voters selected by the Softball Director. The panel votes for whom they believe are the top 10 players in the league, and the players getting the most votes are placed on the team. After these 10 players are chosen, the manager may pick up to 4 more players at his discretion, but the player(s) chosen must have received at least one vote from the panel.

2) The Majors All-Star team is coached by the Tiverton manager whose team won the league championship the previous year (If a Little
Compton
team wins the championship, then it will be the manager of the Tiverton team that makes it to the championship game). If this manager has left the Majors division, the manager of the Tiverton team with the best regular-season record will assume those duties. If both have left the division, the Tiverton manager whose team has the best record at the half-way point of the current year shall be the all-star manager. He may pick two assistant coaches. Coaches chosen must be managers or coaches in the Major Division.

3) The 8, 9, 10, and 11-year old teams are chosen in the same manner, but the manager position is solicited and anyone interested may apply through the board. In case of multiple applicants, the board will vote to make the final decision. The teams are selected in the same manner as described in (1) above.


·         [Minors ONLY]- No more than (5) 10yr-olds, division-wide can be selected for All-Stars (per Tournament Rules).

·         [Majors Only] The Manager of the regular season team with the best record shall have first option to Manage the All-Star Team and make appointments for coaches.

·         [Minors ONLY] The Manager of the winning team of the Round-Robin Tournament shall have first option to Manage the All-Star Team and make appointments for coaches.

·         LL International Rulebook will be followed for all other decisions during Regular Season / Round-Robin Play.

·         Tournament Rules (rear of LL RuleBook) are followed during all tournament play in addition to any special rules handed down from Tournament Director.

9th Annual “Pesky” Peckham Memorial

9u Invitational Tournament

 

 

Tiverton is pleased to host the 9th annual Pesky Peckham Memorial 9u Baseball Tournament. All teams entered are guaranteed a minimum of three games. Trophies will be awarded to the Champion and Runner-Up teams. Also, there will be three “Star of the Game” Awards handed out in every game. At-bats will be announced over the PA systems at all games! All proceeds from the Pesky Peckham Memorial tournament will go towards scholarships for two deserving Tiverton High School seniors who have come up through the Tiverton Little League Baseball & Softball programs.

 

All players must be league age 9 or younger (based on a player’s age on April 30, 2010). Tournament rules will be sent to all who enter and will be discussed at the pre-tournament meeting to be held in July. It should be noted that the main goal of the tournament is to encourage as much playing time as possible for players and to provide an atmosphere of friendliness, sportsmanship, and cooperation among players and coaches.

 

Games will be played during the weekend of July 22-25. All games will be played at the Town Farm Sporting Complex in Tiverton, RI., which includes beautiful baseball fields equipped with bleachers where spectators can enjoy the games.    

 

Entrance fee for this year has been set at $275 per team. We are limiting entry in the tournament!. All checks received after the tournament is filled will be returned. Please send your check along with the enclosed Registration Form to reserve your spot (Tiverton Little League, PO Box 171, Tiverton, RI 02878). Please be sure to include your contact information (Name, Phone, and Email) so that we can contact you regarding the schedule for the pre-tournament meeting.
