Article V. - LEAGUE RULES AMENDMENTS

Section 1. Procedure A. Amendment of this Constitution may be made by proposal at any regular meeting of the League at which a quorum of the Executive Board is present. B. The Secretary will notify the voting membership of the proposed amendment. C. The amendment will be voted on at the next regularly scheduled meeting that will be held within 31 days from the date that the amendment was proposed. D. If a two-third’s (2/3’s) majority of the votes cast by the voting members favor the amendment then the constitution will be so amended. Section 2. Effective Date Any amendments to the constitution that are adopted shall take effect immediately.

Article XI. - MANAGERS

A. Each team must have an adult female as a manager, coach or asst coach. B. Managers must submit in writing to the League a request to manage/coach. The Player Agents will submit a list of prospective managers and coaches to the Executive Board for review and approval. The President and Vice President have final decision over who will coach in the league. C. Returning Managers in same division with kid will have first priority. D. Returning Managers moving up in division with kid has second priority. E. Assistant Managers in same division with kid has third priority. F. Returning Managers in same division, with out kid playing, has fourth priority. G. Assistant Managers moving up in division has fifth priority. H. Managers must contact all players within three (3) days of team formation. I. Managers must carry Medical releases for each player. J. If for any reason the female manager/coach is not present at any softball function, a substitute female over the age of 18 years must be present and in the Dugout. K. Will have the complete responsibility for the activities, control, and welfare of their teams while on the playing field. L. Will be responsible for obtaining League issued equipment and uniforms from the Equipment and Uniform Managers. Managers will also be responsible for returning League issued equipment in good order at the end of each playing season to the Equipment Manager. All equipment must be returned to the Equipment Manager within 3 days of the end of the season. Noncompliance will result in a billing to the manager/coach for the replacement value of the equipment. M. The home team scorekeeper shall complete the game slip showing score, pitchers and innings pitched. The visiting team scorekeeper shall sign as verification. Each game slip shall be deposited at the Grey, White or Rookie equipment box at game’s end. N. May be responsible for collecting and submitting all funds and unsold items from fundraising activities. O. The home team manager of the first game scheduled for play will be responsible for obtaining bases for that diamond. The home team manager of the last game scheduled for play will also be responsible for returning the bases. The home team will be responsible for dragging the field after each game. The visitor team will be responsible for field clean-up (i.e. trash, etc.) P. Any manager who plays an ineligible player is subject to disciplinary actions. The team shall forfeit all games that the ineligible player participated in. (Defined in, Article III, Section 1) Q. Failure to comply with Article XI, could result in ineligibility to manage a team. R.Persons wishing to manage, coach and/or assist more than one team must gain approval of the Executive Board. In no case shall one person participate with two (or more) teams within the same division.

Article XVII. - AMENDMENTS

Section 1. Procedure These League Rules may be amended or replaced by new League Rules adopted by a two-third (2/3’s) vote of the Executive Board. Section 2. Effective Date of Amendments Amendments to, or repeal of the League Rules shall be effective immediately unless a later date is specified.

Article XIV. - TEAM FORMATION

A. Teams will not exceed 12 players. If more than 12 players are available, then the additional players will be given the option of being placed on a waiting list or given a full refund. For long-term injury, additional players will be allowed. B. Managers are allowed to select up to five (5) players of their choice with the player’s permission. Sisters within the same age Division will be considered as individual picks of the five players. Selections are made before the team formation meeting and the managers must provide a list of their selected players to the Player Agent. The Player Agent will set the selected player’s registration forms aside. If the Player Agent notices that more than one manager has selected a player, then the Player Agent will notify the affected players in order to give the players and parents the opportunity to determine the team placement. C. No team will be allowed more than one designated starting pitcher as one of their five picks. The Player Agents, based upon the following criteria, will determine a designated starting pitcher: • In order to be designated, each player shall have a minimum of two years pitching with some “post season” pitching experience. • In order to be designated, each player has had some form of formalized pitching instruction. • Pitching ability shall be the primary factor in determining a player’s designation. • Any new player to the League may be designated as D.S.P. at the Player Agent’s discretion. D. Each player will be ranked by age and playing experience. E. A teams starting rank will be determined by totaling the original five (5) selected players rankings. The team with the lowest ranking will be first in the draft. The draft sequence will follow from lowest rank to highest rank. F. The remaining players will be grouped by rank, then stacked face down on the table. They will be distributed through a blind random selection based on the starting draft sequence, as indicated in Rule E. One player is selected from the top of the stack per selection turn. Exception: Sibling players, who want to play on the same team, will be grouped together. Managers may refuse siblings players and proceed to the next player in the stack. If siblings are taken, the manager skips their next selection turn. G. Trades will only be allowed in extenuating circumstances and only with the approval of the Executive Board and consultation with the Player Agents and coaches/managers involved. H. The Player Agent will tentatively form the T-Ball teams before the T-Ball draft meeting. Criteria used for forming the teams will include attending the same elementary school, living in the same general area, players wanting to be together on the same team, and any other valid reason. The primary activity at the T-Ball formation meeting will be for the discussion of, and approval of, players on the respective teams. I. Players who register after the teams have been formed will be placed at the bottom of the waiting list in date/time order. The Player Agent will assign players from this waiting list when a team has less than the maximum number of allowable players through a blind draft.
