As noted and distributed in the Key Dates at the beginning of year, please make sure to save the date for the upcoming AGM on Monday May 29. This is a mandatory meeting for all teams South of the Malahat and we encourage teams North of the Malahat to attend as well.
As you know, besides our rules listed on the website under resources – we also follow BC Soccer’s Rules & Regulations.

In accordance with BC Soccer Bylaw Article 7, Section 1(b), the VISL Board is now requesting submissions of proposed bylaw and rule amendments for consideration at the 2017 Annual General Meeting.

Transition to new Societies Legislation

As most of you know, there are new requirements under the Societies Act. A group within the VISL Board; with outside support and advice, has been working on the transition process. That officially started in November of 2016 but we have attempted to be ahead of the 2 year deadline so we started the internal process almost 1 year ago.
We plan to bring the VISL’s bylaws into alignment with the new Act. While no amendments of concern have arisen, there are a number of modifications (most of them housekeeping) and a slight re-ordering of the bylaws; therefore, the VISL’s updated bylaws will be presented to the membership as a whole at the 2017 AGM. Some of these changes will also include further levels of protection for the Leagues assets.

With that in mind, should a member have a proposed bylaw amendment, it will be included and highlighted in the revised draft presented at the AGM. Notably, proposed Rule amendments will be still be presented similar to past practice.

IN BC’s Bylaw Article 7, Section 1(b) states: (and we obviously transfer it over and apply it to the VISL AGM)

Proposed amendments or additions to the Constitution and Bylaws will only be considered if submitted, in writing, to the VISL by a registered member, or by the Board of Directors of the VISL. Notice of motion of the proposed changes or amendments must be received by VISL at least forty-five (45) days prior to any general meeting.
Membership shall be circulated with copies (via website) of all proposed amendments or changes at least thirty (30) days prior to the General Meeting.

Based on the above, please submit any proposed bylaw or rule amendments to VISL by end of day April 15, 2017.
The VISL will then make sure to publish those proposed changes as well as an Agenda by April 29/2017.

Proposed amendments to the bylaws and/or rules must include the following:
• Bylaw Article / Rule number and sub numbering (if applicable)
• Current wording of the Bylaw Article / Rule
• Proposed new specific wording (highlighting specific wording is a minor amendment suggestion)
• A detailed RATIONALE for the addition and/or change including the intent of the addition / change

Highlanders Open Tryout & Tickets

Division 1, Division 2 and U21 – the open trial for the Victoria Highlanders 3 summer programs is Sunday, April 23rd 10:00 AM to Noon. The three programs for this summer include the following; USL PDL Men’s Team playing 14 games in a division with Sounders U23, Calgary Foothills, TSS Rovers, Lane United (Eugene, Oregon), and Portland Timbers. BCSA PCSL Reserve Team playing 10 games in a division with UBC Thunderbirds, Khalsa FC, Vancouver United, Kamloops and Penticton. Highlanders Futures training through the summer as potential candidates for future Highlanders teams in the PDL and PCSL. If players are interested they can contact Dave Dew at daviddew@shaw.ca and more information can be found on the Highlanders web site. Also the Highlanders recognize that players may still be committed to their Provincial Cup play downs and support all players in representing their clubs & VISL and are flexible regarding availability.

Adults are $70.00, Youth/Students $50.00, and kids under 12 are free.

Besides being supporters of United Football & the Footballer of the Week, the Highlanders are helping us out with some game day material for our Cup Finals this weekend coming up. They are also providing MVP prizing for all 4 Cups. We hope that our members can support them as well.
They are allegedly guaranteeing no snow for all of their home games!

Awards Night & Banquet; MVP's & Tickets

Folks, as we get into the end of the season – a quick note regarding the year end Banquet & Awards Night.
It is Friday April 7/2017 in Club Distrikt of the Strathcona Hotel. (919 Douglas Ave)
Cocktails at 6 pm, dinner at 7:15 pm.

Teams can message me to get their tickets after they have confirmed with their Score Recorder. I will definitely have them at RAP for the Cup Finals weekend on April 1 & 2. I am usually at several different parks over the weekend, that may work out as well. (Finlayson and area next Sunday)
Your Score Recorder will be emailing you (if they have not already) asking for your numbers of attendees and if you wanted to purchase any additional tickets for $30.00 each.
They will also be asking you for MVP selections – please get that info to them so we can make the night as enjoyable as possible – and hopefully it reflects the play over the year.

As the last handful of years – we have Cliff Lequesne from the Q as our MC. We will have several invited special guests, and of course plenty of draws to keep you entertained. The rule with draws – you have to be there to claim the 55" TV or any other gift-card from one of the nights sponsors. We keep the speeches to a minimum as we understand it is difficult to maintain a quiet room, but we do ask for some order when the MC is calling out respective award winners.
This year we will have Helijet & BMT/CVS step up and supply some excellent prizing, Michael Hill Jewelers will provide a special gift for the Presidents Award recipient, and Heineken is providing some new divisional prizing as well.
