The OBA Conference has never been known for its aggressive action with regards to change. But in a complete reversal of character, the entire system for Classification underwent a major overhaul that required a series of 14 revisions to the original single amendment. This is terrific news for LDBA. In addition to the chart below, the following "amendments to the amendment" were approved:
  • Where several Local Associations are located within a single municipal boundary and where release procedures are enforced between the Local Associations, the population of the Local Assocaitions shall be calculated by dividing . . . . (ie the 6 Local Associations in London will each have 1/6 of the population of London).
  • If a Local Association fields a 2nd team in a specific age division, the 2nd team will be classified at the top level of the category 1 step down from their population category. If they field a 3rd team (as some associations do) it will be classified at the top level of the category 2 steps down from their population category.
  • Any team with more than 3 players from outside the recognized boundaries of its Local Association will include the population of the Local Association from which its players were released within its own population for the purpose of classification.
  • For purposes of classification, the population of a municipality will be based on any recognized published source. (Centres such as Lambeth will continue to be grandfathered for population considerations.)
  • If any Local Association feels they have a circumstance that does not fall under the proposal, they have the right to appeal to the O.B.A.
