Ground Rules – 2013

 

SECTION 1:  RESCHEDULED, PROTESTED, POSTPONED OR CANCELLED GAMES

ANY RESCHEDULED, PROTESTED, POSTPONED OR OTHERWISE CANCELLED GAME WILL BE PLAYED ON THE NEXT AVAILABLE DATE.  IF MORE THAN ONE GAME IS NECESSARY, THEY WILL BE PLAYED IN SEQUENCE WHEN POSSIBLE. ALL MAKE UP GAMES WILL BE SCHEDULED BY THAT DIVISION DIRECTOR. ONCE THE RESCHEDULED DATE IS ESTABLISHED, IF ONE TEAM CANNOT FIELD 9 PLAYERS, THE GAME SHALL BE FORFIETED. NO GAMES WILL BE RESCHEDULED DUE TO ABSENTEEISM CAUSED BY ANY OTHER ORGANIZED SPORT. ALL GAMES IN ALL LEAGUES WILL BE PLAYED AS SCHEDULED. MANAGERS ARE RESPONSIBLE FOR NOTIFYING THE DIRECTOR OF THE DIVISION IN WHICH THEY PLAY AND THE OPPOSING MANAGER AT LEAST 24 HOURS PRIOR TO GAME TIME IF HIS TEAM IS NOT GOING TO HAVE ENOUGH PLAYERS TO FIELD A TEAM. MANAGER MUST ALSO NOTIFY THE PLAYER AGENT AT LEAST 24 HOURS IN ADVANCE OF NEEDING A POOL PLAYER TO COMPLETE THE TEAM. THIS NOTICE IS REQUIRED IN ORDER FOR A RESCHEDULED GAME TO BE CONSIDERED. THE DIRECTOR OF THE DIVISION WILL NOTIFY THE PRESIDENT WHEN IT IS ANTICIPATED THAT AN INSUFFICIENT NUMBER OF PLAYERS WILL BE AVAILABLE FOR THE GAME. A DECISION WILL BE MADE BY THE BOARD OF DIRECTORS TO RESCHEDULE OR CALL  A FORFEIT.

SECTION 2:  HOME TEAM/ VISITING TEAM GENERAL RULES

THE VISITING TEAM SHALL TAKE A 10 MINUTE WARMUP 20 MINUTES PRIOR TO GAME TIME. THE HOME TEAM SHALL TAKE INFIELD WARMUP 10 MINUES PRIOR TO GAME TIME. THE GAME WILL START ON TIME WHETHER OR NOT WARMUPS HAVE BEEN TAKEN. THERE WILL BE A 1 HOUR TIME LIMIT ON ALL GAMES IN T-BALL.  JR MINORS/COACH PITCH WILL HAVE A 1-1/2 HOUR TIME LIMIT UNLESS AN OFFICIAL GAME OF 4 INNINGS (3-1/2 IF HOME TEAM IS AHEAD) HAS NOT BEEN REACHED. THERE WILL BE A 2 HOUR TIME LIMIT FOR ALL MAJOR AND MINOR LEAGUE GAMES, UNLESS AN OFFICIAL GAME OF 4 INNINGS (3-1/2 IF HOME TEAM IS AHEAD) HAS NOT BEEN REACHED. INTERMEDIATE, JUNIOR, SENIOR & BIG LEAGUE WILL HAVE A 2-1/2 HOUR TIME LIMIT, UNLESS AN OFFICIAL GAME OF 5 INNINGS (4-1/2 IF HOME TEAM AHEAD) HAS NOT BEEN REACHED. THESE TIME LIMITS WILL BE STRICTLY ENFORCED.

THE VISITING TEAM WILL PROVIDE THE OFFICIAL SCOREKEEPER AND PITCH COUNT RECORDER FOR THE GAME, AND SHALL SIT IN THE SCOREBOOTH BEHIND THE BACK STOP. ONLY THE OFFICIAL SCOREKEEPER (AN ADULT) AND PITCH COUNT RECORDER (MINIMUM AGE OF 15) ARE TO BE IN THE BOOTH DURING THE GAME. NO CHILDREN ARE ALLOWED IN THE BOOTH UNLESS THEY ARE THE OFFICIAL PITCH COUNT RECORDER. ADULT VISITORS ARE RESTRICTED TO LEAGUE OFFICIALS, UMPIRE IN CHIEF OR ANY QUALIFIED AND PRE-APPROVED PERSON WHO MAY BE TRAINING THE SCOREKEEPER. THIS IS TO AVOID DISTRACTION OF THE OFFICIAL SCOREKEEPER AND PITCH COUNT RECORDER, AS THESE RECORDS ARE EXTREMELY IMPORTANT.

THE HOME TEAM SHALL BE RESPONSIBLE FOR INSERTING BASES BEFORE GAME, CHALKING THE FIELD (ONLY THE DIRT NOT THE GRASS) AND REMOVING BASES AFTER GAME & PLACING THEM OUTSIDE OF THE OF THE FIRST BASE GATE.

NO MANAGER, COACH OR PLAYER FROM EITHER TEAM IS ALLOWED AT THE CONCESSION STAND, OR STANDING OUTSIDE OF THE FIELD GATE TAKING A SMOKE BREAK DURING THE GAME. THIS IS GROUNDS FOR EJECTION.

MANAGERS SHALL BE RESPONSIBLE FOR THE CONDUCT OF THEIR PLAYERS AND THEIR SPECTATORS.

MANAGERS AND COACHES SHALL REMAIN WITH THE TEAM, INSIDE THE DUGOUT OR ON THE PLAYING FIELD, THE ENTIRE GAME. ANY MANAGER OR COACH WHO IS OBSERVED BY THE UMPIRE OR A BOARD MEMBER LEAVING THE GAME FOR ANY REASON (UNLESS GIVEN PERMISSION BY THE UMPIRE-WHICH SHOULD BE TO GO TO THE RESTROOM ONLY) WILL BE EJECTED FROM THE GAME AND BROUGHT BEFORE THE BOARD FOR POSSIBLE FURTHER ACTION.

ONLY MANAGER AND 2 ROSTERED COACHES ARE ALLOWED IN THE DUGOUT, WITH THE EXCEPTION OF T-BALL IN WHICH ONE TEAM MOM MAY SIT IN THE DUGOUT TO KEEP ORDER.

NO FOOD OF ANY KIND, UNLESS FOR A MEDICAL REASON, INCLUDING SEEDS, GUM OR SODA IS ALLOWED IN THE DUGOUT.

WATER OR SPORTS DRINKS ONLY!

NO CHEWING TOBBACO ALLOWED ON THE PLAYING FIELD, DUGOUT AT ANYTIME. WE WILL ASK FOR REMOVAL THEN IF YOU  DECIDE  NOT TO REMOVE, YOU WILL BE EJECTED. 

WATER OR SPORTS DRINKS ONLY!

SECTION 3:  10 RUN RULE

THE 10 RUN RULE WILL BE IN EFFECT. IF ONE TEAM IS AHEAD BY 10 RUNS AFTER A REGULATION GAME, THE GAME SHALL BE OVER. THIS RULE DOES NOT APPLY TO T-BALL.

SECTION 4:  EJECTIONS

IMMEDIATELY FOLLOWING THE EJECTION OF A MANAGER, COACH, PLAYER OR SPECTATOR THEY WILL LEAVE THE BASEBALL COMPLEX. IF THE PERSON REFUSES TO LEAVE, THE PASCO COUNTY SHERIFF’S OFFICE WILL BE CALLED TO ESCORT THE OFFENDER TO THE PARKING LOT AND OFF THE PROPERTY. IF THE EJECTED PERSON HAS A CHILD STILL PLAYING IN THE GAME, THEY MAY WAIT FOR THEM IN THE PARKING LOT IF ANOTHER RIDE HOME FOR THE PLAYER CANNOT BE ARRANGED. A PLAYER WHO IS EJECTED, WHOSE PARENTS ARE NOT IN ATTENDANCE, WILL SIT IN THE BOARD ROOM UNTIL THEIR PARENT OR GUARDIAN ARRIVES. UPON THE SECOND EJECTION OF THE SAME INDIVIDUAL, BE IT MANAGER, COACH, PLAYER OR SPECTATOR, THE OFFENDER WILL BE REMOVED FROM THE TEAM OR COMPLEX PERMANENTLY FOR THE REMAINDER OF THE SEASON.

SECTION 5:  SLINGING THE BAT

IF A PLAYER THROWS/SLINGS THE BAT, THE UMPIRE MAY DECIDE IF A WARNING WILL BE GIVEN FOR THE FIRST OFFENSE OR IF IT WARRANTS AN EJECTION. MAJOR LEAGUE AND UP WARRANTS AN AUTOMATIC EJECTION. IF AN UMPIRE CHOOSES TO ISSUE A WARNING AND THERE IS A SECOND OFFENSE, IT IS AN AUTOMATIC EJECTION. IN T-BALL AND JR MINOR/COACH PITCH A PLAYER WILL RECEIVE A WARNING AND FOR ANY ADDITIONAL OFFENSES BY THE SAME PLAYER, HE/SHE WILL BE CALLED “OUT”.

SECTION 6:  INTERMEDIATE, JUNIOR, SENIOR & BIG LEAGUE

***NO CELL PHONES OR OTHER COMMUNICATION DEVICES ARE ALLOWED ON THE PLAYING FIELD, INCLUDING DUGOUT***  THE ONLY EXCEPTION TO THIS WOULD BE FOR EMERGENCY SERVICES PERSONNEL.

FOR GAME TIME SEE OFFICIAL GAME SCHEDULE.  THERE WILL BE A 2-1/2 HOUR TIME LIMIT WHICH WILL BE STRICTLY ENFORCED. JUNIOR AND SENIOR LEAGUE WILL OPERATE UNDER THE “JUNIOR LEAGUE, SENIOR LEAGUE AND BIG LEAGUE BASEBALL/SOFTBALL, 2013, OFFICIAL REGULATIONS AND PLAYING RULES, DIVISION OF LITTLE LEAGUE BASEBALL”. WHEN INVOLVED IN AN INTERLOCK GAME, THE DISTRICT 25 INTERLOCK RULES WILL ALSO APPLY. IF A PLAYER IS BEING DISCIPLINED BY SITTING OUT A GAME IT MUST BE NOTED ON THE OFFICIAL LINE UP AND THE OFFICIAL SCOREBOOK.

SECTION 7:  MAJOR LEAGUE

***NO CELL PHONES OR OTHER COMMUNICATION DEVICES ARE ALLOWED ON THE PLAYING FIELD, INCLUDING DUGOUT***  THE ONLY EXCEPTION TO THIS WOULD BE FOR EMERGENCY SERVICES PERSONNEL.

FOR GAME TIME SEE OFFICIAL GAME SCHEDULE.  THERE WILL BE A 2 HOUR TIME LIMIT WHICH WILL BE STRICTLY ENFORCED. MAJOR LEAGUE WILL OPERATE UNDER THE “LITTLE LEAGUE BASEBALL/SOFTBALL, 2013, OFFICIAL REGULATIONS AND PLAYING RULES”. WHEN INVOLVED IN AN INTERLOCK GAME, THE DISTRICT 25 INTERLOCK RULES WILL ALSO APPLY. IF A PLAYER IS BEING DISCIPLINED BY SITTING OUT A GAME IT MUST BE NOTED ON THE OFFICIAL LINE UP AND THE OFFICIAL SCOREBOOK. REPLACEMENT OF MAJOR LEAGUE PLAYERS FROM THE MINOR DIVISION IS PROHIBITED WHEN THE ROSTER OF THE MINOR TEAM IS AT 10 PLAYERS OR LESS. WHEN THE ROSTER IS BACK TO 12 PLAYERS, THE TEAM WILL THEN BE ELIGIBLE TO BE DRAFTED FROM. REPLACEMENT OF MAJOR LEAGUE PLAYERS FROM THE MINOR DIVISION IS PROHIBITED DURING THE LAST 2 WEEKS OF THEIR REGULAR SEASON.

 

SECTION 8:  MINOR LEAGUE

***NO CELL PHONES OR OTHER COMMUNICATION DEVICES ARE ALLOWED ON THE PLAYING FIELD, INCLUDING DUGOUT***  THE ONLY EXCEPTION TO THIS WOULD BE FOR EMERGENCY SERVICES PERSONNEL.

FOR GAME TIME SEE OFFICIAL GAME SCHEDULE.  THERE WILL BE A 2 HOUR TIME LIMIT WHICH WILL BE STRICTLY ENFORCED. MINOR LEAGUE WILL OPERATE UNDER THE “LITTLE LEAGUE BASEBALL/SOFTBALL, 2013, OFFICIAL REGULATIONS AND PLAYING RULES”. THERE WILL BE A CONTINUESS BATING ORDER FOLLOWED THRUGHOUT THE GAME. IF A PLAYER IS HURT, SICK OR HAS TO LEAVE, YOU JUST SKIP OVER THE PLAYERS SPOT BUT DON NOT COUNT A OUT FOR THAT PLAYER. MAKE SURE YOU PLAY EVERY PLAYER IN THE FIELD FOR THE MANDATORY PLAYING RULE OF 6 CONSECUTIVE OUTS. EXCEPTION: THERE WILL BE AN “OPEN” INNING IN WHICH EACH TEAM MAY SCORE MORE THAN THE ALLOTTED 5 RUNS ACCORDING TO THE RULE BOOK. THE OPEN INNING WILL BE AT THE DISCRETION OF THE UMPIRE AND ACCORDING TO THE TIME LEFT IN THE GAME. (IF GAME TIME LIMIT IS APPROACHING AND GAME IS IN THE BOTTOM OF THE 3RD INNING, OPEN INNING WOULD BE CALLED FOR THE TOP OF THE 4TH INNING.) WHEN INVOLVED IN AN INTERLOCK GAME, THE DISTRICT 25 INTERLOCK RULES WILL ALSO APPLY. OPEN INNING MAY NOT APPLY IN AN INTERLOCK GAME, DEPENDING ON THE GROUND RULES OF THE HOST LEAGUE.  IF A PLAYER IS BEING DISCIPLINED BY SITTING OUT A GAME IT MUST BE NOTED ON THE OFFICIAL LINE UP AND THE OFFICIAL SCOREBOOK. SINCE THERE HAS BEEN A 5 RUN PER INNING RULE IMPLEMENTED BY LITTLE LEAGUE BASEBALL/SOFTBALL, THE BOARD OF DIRECTORS HAS DEEMED THERE TO BE AN OPEN INNING IN WHICH THERE WILL BE NO RUN LIMIT ENFORCED. THIS WILL BE THE LAST PLAYABLE INNING AT THE DISCRETION OF THE PLATE UMPIRE AND ACCORDING TO THE TIME LIMIT OF THE GAME.

 

SECTION 9:  JUNIOR MINOR/COACH PITCH

***NO CELL PHONES OR OTHER COMMUNICATION DEVICES ARE ALLOWED ON THE PLAYING FIELD, INCLUDING DUGOUT***  THE ONLY EXCEPTION TO THIS WOULD BE FOR EMERGENCY SERVICES PERSONNEL.

FOR GAME TIME SEE OFFICIAL GAME SCHEDULE.  THERE WILL BE A 1-1/2 HOUR OR 4 INNING TIME LIMIT WHICH WILL BE STRICTLY ENFORCED. NO OFFENSIVE TEAM WILL BE ALLOWED TO SCORE MORE THAN 5 RUNS BEFORE RETIRING. THE 4TH INNING WILL BE OPEN AND THE 5 RUN LIMIT WILL NOT APPLY. THERE WILL BE A CONTINUESS BATING ORDER FOLLOWED THRUGHOUT THE GAME. IF A PLAYER IS HURT, SICK OR HAS TO LEAVE, YOU JUST SKIP OVER THE PLAYERS SPOT BUT DON NOT COUNT A OUT FOR THAT PLAYER. MAKE SURE YOU PLAY EVERY PLAYER IN THE FIELD FOR THE MANDATORY PLAYING RULE OF 6 CONSECUTIVE OUTS

THERE ARE NO PROTESTS IN JUNIOR MINOR/COACH PITCH. THE UMPIRE WILL HAVE THE FINAL SAY ON ALL AREAS OF DISAGREEMENT AND THE DISAGREEMENT MUST BE RESOLVED BEFORE ANY FURTHER PLAY. THE UMPIRE HAS SOLE JURISDICTION OF THE CALL AND EVERY MANAGER/COACH SHALL RESPECT THE CALL WHETHER OR NOT HE/SHE AGREES WITH SAID CALL.

EVERY PLAYER WILL START AND EVERY PLAYER WILL SUBSTITUTE. IF THE PLAYER SUBS A GAME, HE/SHE WILL BE A STARTER THE NEXT GAME. ALL SUBSTITUTES SHALL BE ENTERED INTO THE GAME IN THE TOP OF THE 3RD INNING. A PLAYER MAY LOSE HIS PRIVILEDGE TO START FOR DISCIPLINARY REASONS. THIS EXCEPTION MUST BE NOTED ON THE OFFICIAL LINE UP AND IN THE OFFICIAL SCOREBOOK. A STARTER MUST RECEIVE HIS/HER MANDATORY PLAYING TIME BEFORE BEING SUBSTITUTED.

A BASE RUNNER MAY ONLY ADVANCE 1 BASE, AT HIS/HER OWN RISK, WHEN A BALL IS OVERTHROWN. ONE OVERTHROW = ONE BASE.  A RUN MAY BE SCORED AS A RESULT OF AN OVERTHROW. OVERTHROW BY THE CATCHER WHEN THROWING BALL BACK TO THE PITCHER DOES NOT ALLOW FOR ADVANCEMENT OF THE RUNNER. THE PLAY IS DEAD WHEN THE PITCHER HAS POSSESSION OF THE BALL AND HAS AT LEAST ONE FOOT ON THE PITCHING CIRCLE CLAY. RUNNERS MAY ADVANCE, AT THEIR OWN RISK, ONLY ONE BASE ON ANY OVERTHROW BY A FIELDER TO THE PITCHER PROVIDED THE RUNNER HAS PASSED THE ½ WAY MARK. IF THE OVERTHROW RESULTS IN A FIELDER PICKING UP THE BALL AND ATTEMPTING TO MAKE A PLAY, THE BALL IS STILL LIVE.

THE PLAYER PITCHER SHALL PITCH NO MORE THAN 3 PITCHES TO THE BATTER. THE PLAYER PITCHER MAY PITCH FROM THE FRONT OF THE CLAY CIRCLE. IF THE BATTER FAILS TO PUT THE BALL INTO PLAY, THE OFFENSIVE MANAGER OR COACH WILL BE USED TO DELIVER A TOTAL OF 3 PITCHES. THE BALL/STRIKE COUNT CONTINUES. THE BATTER WILL HAVE A MAXIMUM OF 6 PITCHES. IF THE BATTER FAILS TO PUT THE BALL INTO PLAY BY THE 6TH PITCH, HE WILL RECEIVE A STRIKE OUT. IF THE BATTER FOULS THE BALL ON THE 6TH PITCH, HE WILL RECEIVE ANOTHER PITCH. FOUL ON 7TH PITCH, BATTER RECEIVES ANOTHER PITCH. IF THE BALL IS NOT PUT INTO PLAY ON THE 8TH PITCH, THE BATTER IS OUT. THE BALL IS TO BE PUT INTO PLAY OR THE BATTER STRIKES OUT. THE MANAGER/COACH SHALL PITCH FROM THE MOUND AND NOT THE GRASS. THE PLAYER PITCHER WILL KEEP ONE FOOT ON THE CLAY CIRCLE WHILE THE MANAGER/COACH IS PITCHING. THE PLAYER PITCHER WILL REMAIN IN THIS POSITION UNTIL THE BALL IS PUT INTO PLAY.

ONLY 9 PLAYERS ARE ALLOWED ON THE FIELD FOR DEFENSIVE PURPOSES.

AN ADULT COACH SHALL BE STATIONED BEHIND THE CATCHER AT THE BACK STOP TO ASSIST THE CATCHER IN RETRIEVAL OF PASSED BALLS. ONE ADULT COACH OR MANAGER WILL BE ALLOWED IN THE OUTFIELD FOR DEFENSIVE PURPOSES (OUTFIELD MEANS NO CLOSER THAN 20 FEET TO THE CLAY INFIELD), PROVIDING ONE ADULT COACH REMAINS IN THE DUGOUT.

ON SATURDAYS…THE SCHEDULED HOME TEAM SHALL PROVIDE AN UMPIRE FOR THE FOLLOWING GAME. THE LAST SCHEDULED HOME TEAM SHALL PROVIDE AN UMPIRE FOR THE FIRST GAME SCHEDULED FOR THAT SAME DAY.

FOR WEEKDAY GAMES…THE FIRST SCHEDULED HOME TEAM SHALL PROVIDE THE UMPIRE FOR THE SECOND SCHEDULED GAME, ETC. AND THE LAST SCHEDULED HOME TEAM OF THAT WEEK WILL PROVIDE THE UMPIRE FOR THE FIRST GAME OF THE WEEK. THE TEAM MANAGER IS RESPONSIBLE FOR PROVIDING AN UMPIRE FROM HIS TEAM . MANAGER WILL BE SUSPENDED FOR HIS NEXT GAME IF THE UMPIRE FROM HIS TEAM DOES NOT SHOW.

THERE WILL BE ADDED LANGUGE THAT WILL BE PASSED OUT TO MANAGERS BY JR MINOR DIVISION DIRECTOR BEFORE THE SEASON STARTS.
